What Is Transport Rescue and Why Does It Matter?
Each week, hundreds of pets escape euthanasia in overcrowded Houston shelters and travel hundreds of miles toward a second chance. This is not by chance. Nor is it by coincidence. This is the far-reaching impact of transport rescue. Let’s take a closer look into what transport rescue means, how it works, and why it is one of the most effective ways to save lives in areas with overwhelming shelter populations.
What Is a Transport Rescue?
A transport rescue is an organization that moves adoptable animals from areas with too many pets and not enough adopters to places where families are waiting to adopt. Transport is the life-saving bridge between states with a severe overpopulation of homeless pets and states with fewer stray animals and higher demand for adoptions.
Why is There a Population Imbalance Between States?
This regional imbalance is not random. The gap between animal overpopulation and animal demand is driven by a few major factors.
- Economic Stress: When times are tough, families often face difficult choices. We see higher surrender rates in areas with greater economic instability because owners can no longer afford the cost of care.
- Inconsistent Laws: Not all states have the same rules. Inconsistent spay/neuter laws mean that in some places, pet populations are allowed to grow unchecked, quickly overwhelming local resources.
- The Weather Effect: A simple issue, but a big one. Warmer climates allow for year-round breeding, which dramatically accelerates population growth compared to states that have a severe winter break.
Is Transport Safe for Animals?
Yes, transport is safe. While the journey can naturally be stressful, it is inarguably worlds better than the alternative. Our animals are given everything they need to make transport less stressful. RPM’s van are outfitted with secure crates of all sizes. Each van has two drivers: one drives while the other cares for the animals. The drivers switch roles as needed, ensuring maximum safety for every person and pet involved.
What Does Transport Look Like in Action?
- RPM’s rescue team flags animals on BARC’s (Houston’s municipal shelter) euthanasia list and markets them to our rescue partners and fosters daily.
- Once we have a commited rescue, we place a hold on the animal. At this point, volunteers step in for “freedom rides,” picking up the animals and taking them to foster homes or RPM’s temporary boarding facility.
- Each animal receives comprehensive veterinary care to ensure they are healthy and ready to transport.
- We place as many dogs and cats as possible in temporary foster homes while they wait to transport (usually 1-3 weeks).
- When transport day arrives, it is just like a school dropoff. Fosters bring their pets to RPM’s facility, animals receive last minute vet checks, and they are off to their forever homes.
How Transport Rescues Differ from Other Types of Rescues
- Local rescues focus on fostering and adopting out within the same region.
- Foster-based rescues rely entirely on volunteer foster homes to operate.
- Sanctuaries provide lifelong care for animals who cannot be adopted.
- Breed-specific rescues have a community of adopters ready to rescue dogs or cats of a specific breed.
Transport rescues specialize in logistics, moving animals safely between regions to maximize lifesaving. Since 2013, RPM has rescued and transported nearly 100,000 animals.

Why I Foster…
“We started fostering after our personal pets all passed as we hope to travel extensively. Fostering fills the void when we are home and our goal is to fill them with love before their journey. It’s always hard to let go but the posts from other fosters make you know that you are not alone. Plus, there’s always another to help. RPM has made such a difference for Houston area animals. I always feel supported and heard.”
